The public face of Hillary Clinton's new health care plan is sunny, filled with choices for consumers and bright with promises for better health care for all. But a close examination of the proposal alongside other initiatives of Sen. Clinton in the past few years reveals a dark side she wants to hide from public view until after the election is over.

In her program, she speaks of how health care is the right of every "American" - but she has a rather expansive definition of "American." In 2005, Hillary co-sponsored legislation in the United States Senate to offer free health insurance, under the State Child Health Insurance Program (SCHIP) to the children of illegal immigrants who have lived in the United States for five years. So, those who have dodged the immigration cops for five years successfully would be rewarded not only with legal status and a path to citizenship, but with immediate free health care for their children.

Indeed, when Democrats and liberals speak of the 50,000,000 uninsured Americans, more than one fifth of those are illegal immigrants. Thus, about one in five of the beneficiaries of her program for universal health insurance are illegal aliens. (Illegal immigrants are a disproportionately large segment of the uninsured population because legal immigrants and citizens who live in poverty are eligible for Medicaid, but illegal immigrants are not.)

Would Americans like to reward those whose only connection to our country is that they flouted our laws to come here with free health insurance for themselves and their children? Doubtless Hillary knows the answer is no, so she is determined to hide that aspect of her plan from the public.

Hillary speaks of the importance of stopping health insurance companies from raising premiums on those who are sick. But she does not mention the inevitable flip side of her proposal - to raise premiums on those who are well. On the one hand, she would cover all those with chronic conditions with low cost health insurance and, on the other, would stop insurance companies from "cherry picking" healthy and young people for their insurance plans. The net effect would be a major increase in health insurance premiums for the vast majority of Americans.

In effect, her plan would turn "insurance" into "subsidy." The concept of insurance is that one pays a relatively low premium to guard against catastrophic expenses that are outside of our ability to meet financially. But Hillary's program would really be nothing more than a cash transfer from the healthy to the sick, not an insurance program at all.

Hillary says that her program would provide "universal" coverage for all. In order to achieve universality, one must make the program compulsory. The bulk of the uninsured do not want to have to pay for insurance. They are healthy and don't want the added burden of health insurance. That is why about half of those who are eligible for free or low cost insurance under the State Child Health Insurance Program have not signed up. Their parents don't want to.

So Hillary's program, as she freely admits, would require health insurance as a pre-condition of employment. Not having health insurance would be a violation just as driving a car without automobile insurance is illegal. The resulting coercion would force millions to pay for coverage they do not want and feel they don't need. But to pay for her national program, Hillary needs everyone to be covered so she can use their revenues to subsidize the coverage of those who are ill.

But the main defect of Hillary's program is that it leaves out any attempt at cost control. With health care absorbing 16 percent of our economy, Bill Clinton's warnings of economic disaster if its share of our national income passed 12 percent back in 1993 sound almost quaint today. Cost control is a vital part of any plan for universal coverage. Indeed, without it, extending coverage just offers a blank check to patients and providers which would drive even higher the share of our economy that goes to health care.

It was Hillary herself who explained this concept to Dick in 1993. The reality has not changed. Hillary will be forced to control costs as the implicit and vital element of any health care reform. This control of costs belies her contention that she would leave the health care system untouched except to extend coverage to those who now lack it. Because she would need to limit utilization and lower costs, she would be forced to ration health care and to impose government mandated and controlled managed care on all Americans.

For the first time, the word "no" would come into our system. Do you need open heart surgery? Are you a poor risk because of smoking or diabetes or age? No longer would the bureaucrat at the other end of the phone say "we won't pay for it" or "you don't need it" or "we can't fit you in at our facility." The answer would simply be no - even if you pay for it yourself, you may not have one. It is this type of coercion that drives Canadians over the border to the U.S. in search of medical options denied them at home under their socialized medical structure. Now it would operate on both sides of the border.

Finally, Hillary seeks to finance the system by ending tax breaks for the wealthy, by which she means any household with $250,000 or more in income. Never mind that she has spent that money several times over. But why use income taxes to finance her system? Why not do what Democrats and Republicans are now pushing in Congress - to finance it by raising cigarette taxes? That way we get a double impact: higher tobacco prices cut smoking, particularly among teenagers, and reduce health costs and the revenues pay for her expansion of the system. The current Congress is passing legislation to raise cigarette taxes 61 cents per pack to pay for a $35 billion expansion of the State Child Health Insurance Program. Why not raise them $2 per pack to raise the $110 billion Hillary says her health care proposal will need?

In selling her program, Hillary seems to imply that she was under the hypnotic control of her advisers (presumably Ira Magaziner) in 1993 when she designed her previous health care reform. Now she says she is in charge. "I'm the decision maker now," she told The New York Times. "I have a plan that is 100 percent my plan." But what was the 1993 initiative but her plan, concocted in secret and foisted in toto on a Congress which wouldn't pass it?

Now she says she would not "have approached [health care reform] in the same way" as she did in 1993. Now she will be informed by "a greater dose of humility and empathy and understanding of what it takes to get things done in our political system."

That and a determination to conceal the true implications of her proposal until after she is elected.


BEHIND HILLARY'S DOUBLETALK

Every time she approaches a microphone, Sen. Hillary Rodham Clinton labors under the necessity of fudging on her program - offering, instead, an artificial personality and a variety of poll-tested bromides that let her duck key issues.

The resulting circumlocutions were evident in Tuesday night's Democratic debate. Her plans for Social Security? Clearly, she thinks she may need to raise Social Security taxes - but she can't say so. Instead, she repeats the poll-tested mantra of "fiscal responsibility" and a "bipartisan commission."

By "fiscal responsibility," she means ending Treasury borrowing from the Social Security Trust Fund, a policy already in place. By a "bipartisan commission," she means sharing the blame for unpopular policies with Republicans to minimize the deadly electoral impact. But she can't explain any of that, so she just repeats the mantra.

How about Iraq? Obviously, she doesn't plan to pull out. As she said in a newspaper interview before the presidential race really got under way, she recognizes that we need to keep troops there to train and support the Iraqi army, patrol the border with Iran and hunt al Qaeda in the provinces.

But she can't say that without getting chewed up by the Democratic left. So she speaks about the logistical impossibility of an immediate withdrawal and acts as if the force she would leave to pursue these missions would be minimal - even though she knows that Pentagon plans put the troops needed for even these limited missions at upward of 80,000.

Health-care reform? Her program of extending insurance to illegal immigrants and others who aren't now insured will trigger a massive increase in the demand for medical services. The result would be a steep price rise that would force rationing of health care, particularly for the elderly. But she mustn't say any of that - so she pretends that her health-care prescription is just a band-aid to cover the nagging little problem of 50 million uninsured and that her solution won't bother anybody else.

Driver's licenses for illegal immigrants? Certainly, she favors them. During her husband's administration, she helped kill proposals to ban them. In the Senate, she voted against prohibiting them. But she can't say so without seeming to be soft on terror, so she temporizes, expressing sympathy - but not support - for the plan.

A day after the other Democrats battered her over the issue in the debate, she released a statement of "general" support for Gov. Spitzer's goal of making illegal immigrants eligible for driver's licenses in New York. But, once again, a la Hillary, she sent confusing signals by stating that she hadn't studied it and wasn't "endorsing" any plan. So she's apparently for it but not for it. Get it?

The Alternative Minimum Tax? Bill Clinton vetoed legislation to repeal it in 1999. She voted against repealing it in 2006. She likely intends to limit or terminate it once she's elected, but only in return for other massive tax hikes in its place. But, again, she has to criticize the tax because of her need to attract middle-class voters and speak of opposing a "trillion-dollar" tax increase on them.

Iran? Thinking ahead to the general election, she must show toughness on terrorism. To court Jewish voters, in particular, she needs to stand up to Iranian nuclear ambitions. But, in the primary, she can't be seen to be too far to the right on the issue, so she speaks of "diplomacy" and of opposing a "rush to war." As Frederick the Great said, "Diplomacy without military might is like music without instruments." She knows this full well, but she can't mention the word "military" without forfeiting liberal votes in the primaries.

On issue after issue, Hillary mustn't let voters know what she plans or what she wants to do. That's the difficulty in being Hillary.

Sen. Hillary Clinton was asked during a debate this week if she supported New York Gov. Eliot Spitzer's plan to give driver's licenses to illegal immigrants. At first she seemed to endorse the idea, then claimed, "I did not say that it should be done, but I certainly recognize why Governor Spitzer is trying to do it."

The next day she took a firmer stand (sort of) by offering general support for Gov. Spitzer's approach, but adding that she hadn't studied his specific plan. She should, and so should the rest of us. It stops just short of being an engraved invitation for people to commit voter fraud.

The background here is the National Voter Registration Act, commonly known as "Motor Voter," that President Bill Clinton signed into law in 1993. It required all states to offer voter registration to anyone getting a driver's license. One simply fills out a form and checks a box stating he is a citizen; he is then registered and in most states does not have to show any ID to vote.

But no one checks if the person registering to vote is indeed a citizen. That greatly concerns New York election officials, who processed 245,000 voter registrations at DMV offices last year. "It would be [tough to catch] if someone wanted to . . . get a number of people registered who aren't citizens and went ahead and got them drivers' licenses," says Lee Daghlian, spokesman for New York's Board of Elections. Assemblywoman Ginny Fields, a Long Island Democrat, warns that the state's "Board of Elections has no voter police" and that the state probably has upwards of 500,000 illegal immigrants old enough to drive.

The potential for fraud is not trivial, as federal privacy laws prevent cross-checking voter registration rolls with immigration records. Nevertheless, a 1997 Congressional investigation found that "4,023 illegal voters possibly cast ballots in [a] disputed House election" in California. After 9/11, the Justice Department found that eight of the 19 hijackers were registered to vote. Under pressure from liberal groups, some states have even abandoned the requirement that people check a citizenship box to be put on the voter rolls. Iowa has told local registrars they should register people even if they leave the citizenship box blank. Maryland officials wave illegal immigrants through the registration process, prompting a Justice Department letter warning they may be helping people violate federal law.

Gov. Spitzer is treading perilously close to that. Despite a tactical retreat this week--he says he will only give illegal immigrants a license that isn't valid for airplane travel and entering federal buildings--Mr. Spitzer has taken active steps to obliterate any distinctions between licenses given to citizens and non-citizens.

In a memo last Sept. 24, he ordered county clerks to remove the visa expiration date and "temporary visitor" stamp on licenses issued to non-citizens who are legally in the country. A Spitzer spokeswoman explained the change was made because the "temporary" label was "pejorative," given that some visitors might eventually stay in the U.S. Under fire, Mr. Spitzer backed down this week, delaying the cancellation of the "temporary visitor" stamps through the end of next year.

But he has not retreated from another new bizarre policy. It used to be that county clerks who process driver's licenses were banned from giving out voter registration forms to anyone without a Social Security number. No longer. Lou Dobbs of CNN reported that an Oct. 19 memo from the state DMV informed the clerks they don't "have any statutory discretion to withhold a motor voter form." What's more, the computer block preventing a DMV clerk from transmitting a motor voter registration without a Social Security number was removed.

Gov. Spitzer's office told me the courts have upheld their position on Social Security numbers. Sandy DePerno, the Democratic clerk of Oneida County, says that makes no sense. "This makes voter fraud easier," she told me.

While states such as New York are increasing the risk of such fraud, a half-dozen states have recently adopted laws requiring voters to offer proof of identity or citizenship before casting a ballot. A federal commission, co-chaired by former President Jimmy Carter and former Secretary of State James Baker, gave such laws a big boost in 2005 when it called for a nationwide policy requiring a photo ID before voting.

Mr. Carter has personal knowledge of why such laws are needed. He recounts in his book "Turning Point" how his 1962 race for Georgia State Senate involved a local sheriff who had cast votes for the dead. It took a recount and court challenge before Mr. Carter was declared the winner.

Measures that curb voter fraud on the one hand and encourage it on the other will be central to the 2008 election. The Supreme Court will rule on the constitutionality of Indiana's photo ID law next spring, while lawsuits challenging Gov. Spitzer's moves will be in New York state courts. Despite her muddled comments this week, there's no doubt where Mrs. Clinton stands on ballot integrity. She opposes photo ID laws, even though they enjoy over 80% support in the polls. She has also introduced a bill to force every state to offer no-excuse absentee voting as well as Election Day registration--easy avenues for election chicanery. The bill requires that every state restore voting rights to all criminals who have completed their prison terms, parole or probation.

Pollster Scott Rasmussen notes that Mrs. Clinton is such a polarizing figure that she attracts between 46% and 49% support no matter which Republican candidate she's pitted against--even libertarian Ron Paul. She knows she may have trouble winning next year. Maybe that's why she's thrown herself in with those who will look the other way as a new electoral majority is formed--even if that includes non-citizens, felons and those who suddenly cross a state line on Election Day and decide they want to vote someplace new.
